Visa Application to the Russian Federation
Attention! The type of visa you order must correspond to the purpose of your trip! Otherwise, border control officers have the right to refuse you entry! Tourist — visiting the country's sights. Private (guest) — visiting friends or family. Business (commercial) — conducting business, participating in events as a foreign specialist, or attending conferences/seminars. *Please note that holding a visa does not guarantee 100% entry into the country. The final decision is made by a Border Control officer upon crossing the border. |
1. For Estonian citizens 
A visa must be obtained before travel.

Visa processing time:
- Tourist visas are issued in no less than 16 calendar days. Express visas are issued in 7–9 working days.
- Multiple-entry business visas are issued in no less than 20 calendar days.
- One-year guest (private) visas are issued in no less than 16 calendar days.
Required documents for applying for a tourist or business visa:
- Passport with at least two blank pages intended for visa sticker. The passport must be valid for at least 6 months from the end date of the visa;
- Personal data (can be filled in at our office, sent by e-mail or attached to the passport):
a. Given name, Surname;
b. Maiden name (if your surname was changed);
c. Home address (Country, County, City, Street, House, Apartment);
d. Telephone number (mobile preferred);
e. Place of work (name of company, address, position and telephone);
f. Date of last visit to Russia;
g. Country and city of birth (If country of birth is Russia, you must indicate the date when you migrated from Russia and the reason);
h. Destination city in the Russian Federation (for tourist visas only)
- PRINT THE APPLICATION - Health insurance policy issued within the EU. (can be arranged at the office when applying for a Russian visa);
- 1 color photo on a white background sized 3.5 x 4.5 cm, taken within the last 6 months (photo can be taken at our office);
- Copy of birth certificate (only when applying for visas for children under 18).*
* If a visa is issued for a child under 18 separately from a parent (the child travels with one parent), it is necessary to provide a copy of the parent's passport and a copy of their visa (if required).
* If a visa is issued for a child under 18 separately from the parent (the child travels without parents), it is necessary to provide a copy of one parent's passport, a copy of the passport and visa (if required) of the person the child is traveling with.
Required documents for applying for a guest (private) visa:
*Guest annual visas are issued on the basis of close relatives who are citizens of the Russian Federation (spouses, children, parents, siblings, grandparents, grandchildren, parents of the spouse).
- If close relatives reside in Estonia (an invitation from Russia is not required, a Russian citizen must complete an application at the visa center):
- Copy of the Russian citizen's international passport;
- Copy of the Russian citizen's residence permit in Estonia / Schengen visa;
- Originals or notarized copies of documents confirming kinship between the Russian citizen and the foreign national (e.g., marriage / birth / name change certificates, etc.).
- * Only for annual visas based on documents from grandmother / grandfather, grandchild, sibling, or parents of the spouse: Original certificate confirming absence of HIV infection.
(!) If the visa is issued based on a spouse, children or parents, and also for all minor children, a certificate confirming absence of HIV infection is not required.
- If close relatives reside in Russia:
- Copy of the invitation from the Ministry of Internal Affairs of Russia (this type of invitation is issued for a maximum of double-entry visas for up to 90 days) or the original notarized invitation from a Russian citizen (suitable for an annual visa). The invitation must be addressed to the Embassy in Estonia. The form for preparing an invitation at a notary can be obtained from our center or by writing to This email address is being protected from spambots. You need JavaScript enabled to view it.;
- For an annual visa: originals or notarized copies of documents confirming kinship between the Russian citizen and the foreign national (birth / marriage / name change certificates, etc.).
When issuing a visa for up to 90 days on the basis of an invitation from the Ministry of Internal Affairs, documents confirming kinship are not required. - Copy of the internal passport of the Russian citizen;
- * Only for an annual visa by invitation from grandmother / grandfather, grandchild, sibling or parents of the spouse: Original certificate confirming absence of HIV infection.
(!) If the visa is issued based on a spouse, children or parents, and also for all minor children a certificate confirming absence of HIV infection is not required.
- Passport with at least two blank pages, valid for 6 months from the end date of the visa;
- 1 color photo on a white background sized 3.5 x 4.5 cm, taken within the last 6 months (can be arranged at the office when applying).
- Health insurance policy issued within the EU (can be arranged at the office when applying).
- Personal data (filled in at the office when applying);
- For children under 18: copy of birth certificate and copy of one parent's passport.
